Voter ID laws

Here are federal voter ID laws and state-specific voter ID laws. The federal law is simple: the Help America Vote Act of 2002 established that first-time voters who register to vote by mail need to prove their identity before voting. If you put your in-state driver’s license number on the voter registration form, you probably met this requirement already. If not, just plan on showing ID when you vote. You can show a photo ID that includes your name and current address, or any official document that shows your name and current address. Official documents include bank statements, pay stubs, rental leases, utility bills, or any document sent to you by any state or federal government agency that shows your name and full address.

State laws are not simple, and they change depending on whether you are voting in person or by mail. States are also picky. Some states won’t accept an ID from another state, some states won’t accept a student ID, and some states won’t accept an expired ID.

The absolute best form of voter ID is a non-expired driver’s license or state ID card that shows your full name and current address. If you have a state-issued ID, please use that when voting.

Alabama

You must show a photo ID when you vote.

The ID must be current.

Acceptable photo IDs include:

  • Alabama driver's license or non-driver ID card. This ID must be current or have expired within the past 60 days.
  • Digital Driver's License or non-driver ID card issued by the Alabama Law Enforcement Agency Digital (ALEA)
  • U.S. passport or passport card
  • Driver’s license from any state
  • Pistol Permit with a photo
  • Military ID with a photo
  • Tribal ID with a photo
  • Student ID with a photo issued by an Alabama public or private college, university, or postgraduate technical or professional school
  • Alabama government employee ID card with a photo
  • Federal employee ID card with a photo
  • Alabama Department of Corrections Release - Temporary ID with a photo
  • Alabama Movement/Booking Sheet from Prison/Jail System with a photo
  • Any photo ID card issued by the state of Alabama or the federal government

Alaska

You must show ID when you vote.

  • Alaska hunting or fishing license with a photo
  • U.S. passport or passport card
  • Driver’s license from any state
  • Current student ID with a photo issued by any school in any state
  • Any photo ID issued by the state of Alaska, the federal government, or another state

Acceptable non-photo ID includes a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.

Arizona

You must show ID when you vote.

The ID must be current.

Acceptable photo IDs include:

  • Arizona driver's license or non-operating ID card
  • U.S. passport or passport card
  • Tribal ID with a photo
  • Military ID with a photo
  • Any photo ID issued by the state of Arizona, the federal government, or another state

Alternatively, you can show 2 official documents containing your name and address. Acceptable documents include a current utility bill, current bank statement (within 90 days of the election), Indian census card, a property tax statement, or current Arizona vehicle registration.

Arkansas

You must show a photo ID when you vote.

Acceptable photo IDs include:

  • Arkansas driver's license or non-driver ID card
  • U.S. passport or passport card
  • Arkansas public assistance card
  • Student ID with a photo from an accredited Arkansas college or university
  • Military ID with a photo
  • Arkansas concealed carry license

If your ID is expired, it must be expired no more than four years before the date of the election.

You must show ID when you vote.

The ID must be current.

Acceptable photo IDs include:

  • Colorado driver's license or non-driver ID card
  • U.S. passport or passport card
  • Pilot’s license issued by the FAA or other authorized U.S. agency
  • Colorado government employee ID card with a photo
  • Federal employee ID card with a photo
  • U.S. Certificate of Naturalization
  • Veteran ID card with a photo
  • Tribal ID with a photo
  • Military ID with a photo
  • Student ID with a photo issued by a Colorado institute of higher education

Acceptable non-photo ID includes:

  • Recent utility bill, bank statement, government check, paycheck, or other government document that shows your name and current address. This must be dated within the last 60 days.
  • Certified U.S. birth certificate
  • Medicare or Medicaid card issued by the Centers for Medicare and Medicaid Services
  • Certificate of Degree of Indian or Alaskan Native Blood

Connecticut

You must show ID when you vote.

Acceptable IDs include:

  • Connecticut driver's license or non-driver ID card
  • Social Security card
  • U.S. passport or passport card
  • Tribal ID with a photo
  • Military ID with a photo
  • Any current and valid photo identification that shows your name and address, name and signature, or name and photograph

If you're a first-time voter, you will also need to show proof of residence. If your ID has your current address, it works as your identity and residence documents. Acceptable proof of residence includes a recent utility bill, bank statement, government check, paycheck, or other government document that shows your name and current address.

First-time voters must show ID when they vote.

Florida

You must show a photo ID when you vote.

The ID must be current.

Acceptable photo IDs include:

  • Florida concealed weapon license
  • Military ID with a photo
  • Student ID with a photo and signature
  • Public assistance ID card
  • Veterans Health ID card issued by US Department of Veterans Affairs
  • Retirement center ID with a photo
  • Neighborhood association ID with a photo
  • Debit or credit card with a photo
  • Florida government employee ID card with a photo
  • Federal employee ID card with a photo

If your photo ID does not include your signature, you will be asked to provide another ID that has your signature.

  • Military ID with a photo

  • Driver’s license from any state
  • Any photo ID card issued by the state of Georgia, the federal government, or another state

Idaho

You must show a government-issued photo ID when you vote.

Acceptable photo IDs include:

  • Idaho driver's license or non-driver ID card
  • U.S. passport or passport card
  • Concealed weapons license with a photo issued by a county sheriff in Idaho
  • Tribal ID with photo
  • Any photo ID issued by the federal government

Indiana

You must show a government-issued photo ID when you vote.

Acceptable photo IDs include:

  • Indiana driver's license or non-driver ID card
  • U.S. passport or passport card
  • Tribal ID with a photo
  • Military ID with a photo
  • Student ID with a photo from Indiana state schools (not private institutions)

The ID must be current or have expired after November 8, 2022.

Iowa

You must show a government-issued photo ID when you vote.

Acceptable photo IDs include:

  • Iowa driver's license or non-operator ID card. This ID must be current or expired within the last 90 days.
  • U.S. passport or passport card
  • Veteran ID with a photo
  • Tribal ID with a photo
  • Current student ID with a photo and expiration date issued by Iowa high schools and colleges

If your photo ID does not show your current address, you must also bring a document that shows your name and address, such as a recent utility bill, lease, bank statement, paycheck, or any government document that shows your name and current address (dated within 45 days).

If you do not have an ID, another registered voter may sign a form confirming your identity or you may show your Election Day Registration documents.

  • Driver’s license from any state
  • U.S. passport or passport card
  • Kansas concealed carry license
  • Tribal ID with a photo
  • Military ID with a photo
  • Kansas government employee ID card with a photo
  • Federal employee ID card with a photo
  • Any employee ID issued by a government office with a photo
  • Concealed carry license with a photo issued by another state
  • Public assistance ID card with a photo issued by a government office
  • Current student ID with a photo issued by an accredited college or university in Kansas. If your student ID does not show an expiration date, it is considered current.

  • Student ID with photo issued by colleges, universities, or postgraduate technical or professional schools in any state
  • Any photo ID issued by a local government in Kentucky
  • Any photo ID issued by the state of Kentucky or the federal government

  • Current student ID with a photo from any school in the U.S.
  • Any photo ID issued by the state of Michigan, local government, or federal government

Minnesota

Mississippi

You must show a photo ID when you vote.

  • Mississippi firearms license
  • Military ID with a photo
  • Tribal ID with a photo
  • Student ID with a photo from a Mississippi-accredited university, college or community/junior college
  • Mississippi government employee ID card with a photo
  • Federal employee ID card with a photo
  • Any photo ID card issued by the state of Mississippi, the federal government, or another state

If your ID is a federal or state government-issued photo ID, it should be current or have expired in the last 10 years. All other forms of ID must be current.

Nevada

New Hampshire

You must show ID when you vote.

Acceptable photo IDs include:

  • New Hampshire driver's license or non-driver ID card
  • Driver’s license issued by any state
  • U.S. passport or passport card
  • U.S. armed services ID card
  • Student ID issued by listed institutions in New Hampshire as long as the expiration date or issue date on the ID does not exceed 5 years. Student IDs from postsecondary schools must have an issue date.

Your ID must be current or have expired within the last 5 years. If you are 65 or older, then you may use the ID even if it has expired for more than 5 years.

North Carolina

You must show ID when you vote.

Acceptable photo IDs include:

Your ID must be current, unless it expired within one year OR you are 65 or older. If you are 65 or older, you may use an expired ID if it was unexpired on your 65th birthday.

North Dakota

You must show ID when you vote.

Acceptable IDs include:

  • North Dakota driver’s license or non-driver ID
  • Tribal ID or Tribal letter
  • Long Term Care Certificate issued by a facility in North Dakota

The ID must be current and include your name, address, and date of birth.

If your ID does not include the required information or the information is not current, you may show your ID alongside a document with the required or updated information. Supplemental documentation that will be accepted includes a current bank statement or utility bill, paycheck or pay stub, and government check.

This requirement applies if you are voting in Pennsylvania for the first time or if you are voting at a new polling place.

Texas

  • Texas Handgun License
  • U.S. Citizenship Certificate

If you are under 70, your ID must be current or expired no more than 4 years. If you're over 70, you may present an expired photo ID.

  • Check issued by the state of Utah or the federal government
  • Current Utah vehicle registration
  • Social Security card
  • Certified U.S. birth certificate
  • Utah hunting or fishing license
  • Indian census card
  • Bureau of Indian Affairs card
  • Tribal treaty card
  • Any ID issued by a local government in Utah
  • Medicare or Medicaid card or Electronic Benefits Transfer card
  • Employee ID
  • Certified naturalization documents. This does not include a green card.
  • Student ID issued by a Utah college, university, technical school, or professional school

Vermont

First-time voters must show ID when they vote.

Virginia

You must show ID when you vote.

The ID must be current or have expired within one year.

Acceptable photo IDs include:

  • Virginia driver's license. This ID can be current or expired, with no restrictions on expiration date.
  • Virginia non-driver ID card
  • U.S. passport or passport card
  • Tribal ID with a photo. This ID must be issued by one of the 11 tribes recognized by Virginia.
  • Military ID with a photo
  • Employee ID with a photo
  • Student ID with a photo issued by a Virginia public or private high school or any higher education institution in the U.S. This ID must be current or expired within 12 months.
  • Any photo ID issued by the state of Virginia, local government, or the federal government

Acceptable non-photo ID includes a recent utility bill, bank statement, government check, paycheck, or other government document that shows your name and current address. These must be dated within one year.

Washington

You must show ID when you vote.

  • U.S. passport or passport card

  • Student ID with a photo

If you do not show a government-issued photo ID, you may instead sign a ballot declaration when you vote.

West Virginia

You must show ID when you vote.

The ID must be current.

Acceptable photo IDs include:

  • West Virginia driver's license or non-driver ID card
  • Driver's license issued by another state
  • U.S. passport or passport card
  • West Virginia concealed carry (pistol/revolver) permit
  • Current student ID with photo

Acceptable non-photo IDs include:

  • Medicare card or Social Security card
  • U.S. birth certificate
  • West Virginia hunting or fishing license
  • West Virginia SNAP ID card
  • West Virginia TANF program ID card
  • West Virginia Medicaid ID card
  • Bank or debit card
  • West Virginia government employee ID
  • Federal employee ID
  • Military ID

  • Health insurance card
  • Any document issued by the state of West Virginia or federal government that displays the voter's name
  • Utility bill or bank statement issued within 6 months

Wisconsin

You must show a photo ID when you vote.

Acceptable photo IDs include:

  • Wisconsin driver's license or non-driver ID card. This ID must be current or have expired after Nov 8, 2022.
  • U.S. passport or passport card. This ID must be current or have expired after Nov 8, 2022.
  • Military ID with a photo. This ID must be current or have expired after Nov 8, 2022.
  • Tribal ID with a photo. This ID can be used even if it expired before Nov 8, 2022.
  • Current Veterans Affairs Card
  • U.S. Certificate of Naturalization issued within 2 years
  • Current ID card receipt from the Wisconsin Department of Transportation (dated within 45 days)
  • Current driving receipt issued by the Wisconsin Department of Transportation
  • Current identification card receipt issued by the Wisconsin Department of Transportation
  • Student ID with a photo from a Wisconsin accredited university or college. It must show your name, photo, signature, an issue date and an expiration date. Your ID must be current or be expired no more than 2 years from the issue date. If your student ID is expired, you must also prove current enrollment.

  • Medicaid insurance card. This ID must be current.

Alabama

You can register online if you have an Alabama driver’s license or non-driver ID card.

Alaska

TO USE SAME DAY REGISTRATION, tell the poll worker at your polling location that you want to register and vote that day. Alaska law allows same day voter registration to vote for the President and Vice President of the United States only. Take these to show:

  • a PHOTO ID, such as your Alaska driver's license or non-driver ID card, Alaska hunting or fishing license, or U.S. passport or passport card, driver’s license from another state, military ID, tribal ID, or any photo ID from any state or the federal government, with or without a current address; the photo identifies you.
  • a RESIDENCE DOCUMENT with your name and current address, such as a recent utility bill, bank statement, government check, paycheck, or other government document that shows your name and current address.

If your Alaska driver's license has your current address, it works as your identity and residence documents.

You can register online if you have an Alaska driver’s license or non-driver ID card.

Arizona

You can register online if you have an Arizona driver’s license or non-driver ID card.

Arkansas

Arkansas does not have online voter registration.

California

TO USE SAME DAY REGISTRATION, known as conditional voter registration in California, tell the poll worker at your early voting location or polling place that you want to register and vote that day. Take these to show:

  • a PHOTO ID, such as your California driver's license or non-driver ID card, U.S. passport or passport card, driver’s license from another state, student ID, or any photo ID from any state or the federal government, with or without a current address. The photo identifies you. If you have a California driver's license or non-driver ID card, you must bring that as your photo ID.
  • a RESIDENCE DOCUMENT with your name and current address, such as a recent utility bill, bank statement, government check, paycheck, or other government document that shows your name and current address.

If your California driver's license has your current address, it works as your identity and residence documents.

You can register online if you have a California driver’s license, California non-driver ID card, or Social Security Number.

If you do not have one of the above, you can mark a box indicating this in the online portal.

If you do not provide a Social Security Number or ID when registering, you may be asked to provide ID when voting for the first time.

Acceptable forms of ID include:

  • a current and valid photo identification
  • a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address
Colorado

TO USE SAME DAY REGISTRATION, tell the poll worker at your voter service and polling center that you want to register and vote that day. Take these to show:

The signature on your return envelope must be notarized, unless one is not reasonably accessible. In that case, you may sign the return envelope in the presence of a witness who is over 18 years old. The witness must sign the return envelope attesting that you cast the ballot on the date shown. In addition, you must provide an identifier, which can be your Alaska driver's license ID number, Alaska voter ID number, date of birth, or last 4 digits of your Social Security Number.

If you forget to sign the return envelope, your witness does not sign, or you do not include an identifier, your ballot will be rejected.

Arizona

You must include a copy of a valid photo ID with your voted ballot. Your ID must show your name and must have been issued by the state of Arkansas, the federal government, or an accredited Arkansas college/university. The ID must be current or have expired within 4 years.

California

All California elections are held by mail. This means that California will automatically send a mail-in ballot to every active registered voter ahead of all elections.

  • If you need to update your mailing address permanently, register to vote again using your new mailing address.
  • If you need to update your mailing address temporarily — because you will be out of town for a specific election -- request a one-time absentee ballot.

Your signature on the return envelope will be compared to the signature on your voter registration card to ensure they match.

If you forget to sign the return envelope, your ballot might be rejected. If there’s an issue with the signature, your county elections office will notify you via mail, phone, email, or through the Secretary of State’s “Where’s My Ballot?” tool.

Colorado
  • All Colorado elections are held by mail. This means that Colorado will automatically send a mail-in ballot to every registered voter ahead of all elections.

Florida

You must include one of the following with your application:

  • Florida driver’s license OR non-driver ID card number
  • Last 4 digits of your Social Security Number

A Supervisor of Elections must notify you that your signature is missing from the ballot certificate or does not match the one on record.

Georgia
  • Online applications: You can request your absentee ballot online if you have a Georgia driver's license or non-driver ID number.
  • Paper applications: If you do not have a Georgia driver's license or non-driver ID, you may complete a paper application. You must provide a copy of an acceptable photo ID, or a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address. Acceptable photo IDs include:
    • U.S. passport or passport card
    • Military ID
    • Tribal ID card with a photo
    • Georgia government employee ID card with a photo
    • Federal employee ID card with a photo
    • Driver’s license from any state
    • Any photo ID card issued by the state of Georgia, the federal government, or another state

Hawaii
  • All Hawaii elections are held by mail. This means that Hawaii will automatically send a mail-in ballot to every registered voter ahead of all elections.
  • Voters who are away from their Hawaii residence during the election may submit an application to have their ballot mailed to an alternate mailing address. On your application, you must provide a Hawaii driver's license or non-driver ID number, or the last four digits of your Social Security Number. If you do not have any of these forms of ID, you may check the box indicating that you do not have the requested ID.

Idaho

Illinois

Indiana
  • Online applications: You can request your absentee ballot online if you are already registered to vote in Indiana and can locate your voter registration record in the My Voter Portal.
  • Paper applications: To submit a paper application by mail or email, you have two options for ID.
    • Option 1: One of the following numbers
      • Indiana driver’s license or non-driver ID number
      • Voter ID number from Voter Registration record
      • Last 4 digits of your Social Security Number
    • Option 2: A copy of a government-issued photo ID: The ID must be current or have expired after November 8, 2022. Acceptable photo IDs include:

    • Driver’s license from any state
    • U.S. passport or passport card
    • Kansas concealed carry license
    • Tribal ID
    • Military ID
    • Kansas government employee ID card with a photo
    • Federal employee ID card with a photo
    • Any employee ID issued by a government office with a photo
    • Concealed carry license issued by another state with a photo
    • Public assistance ID card issued by a government office

Louisiana
  • Online applications: You can request your absentee ballot online if you have a Louisiana driver's license or non-driver ID number.
  • Paper applications: If you do not have a Louisiana Office of Motor Vehicles ID, you may complete a paper application. The form requests your Louisiana driver’s license or non-driver ID number and the last 4 digits of your Social Security Number, but these are not required.

You must sign the return envelope in the presence of a witness. The witness must also sign the return envelope.

If you forget to sign the return envelope, or do not have it signed by a witness, your ballot will be rejected. The registrar of voters will contact you if your ballot is rejected.

Maine

No ID is required to submit your absentee ballot request.

Maryland
  • Online applications: You can request your absentee ballot online and must include the following:
    • Maryland driver's license or non-driver ID number
    • Last 4 digits of your Social Security Number
  • Paper applications: Requesting a ballot sent by mail or fax does not require ID. Requesting a ballot sent by email requires your Maryland driver’s license or non-driver ID number OR the last 4 digits of your Social Security Number.

Massachusetts
  • Online applications: You can request your absentee ballot online if you are already registered to vote in Massachusetts and can locate your voter registration record in the Mail-in Ballot Application System.

Minnesota
  • Online applications: You can request your absentee ballot online and must provide either your Minnesota driver’s license number or non-driver ID number, or the last 4 digits of your Social Security Number.
  • Paper applications: You must provide one of the following:
    • Minnesota driver’s license OR non-driver ID card number
    • Last 4 digits of your Social Security Number
    • Acknowledgement that you do not have any of the above forms of ID

Mississippi
  • You must have your absentee ballot application signed by an official authorized to administer an oath, such as a notary public, unless you are temporarily or permanently physically disabled.
  • If you are temporarily or permanently physically disabled, the ballot application must be signed by a witness who is 18 years old or older.

Your signature must be notarized, unless you are temporarily or permanently physically disabled. If you are temporarily or permanently physically disabled, the ballot can be signed by a witness who is 18 years old or older. If the ballot is not properly signed and witnessed it may be rejected.

Missouri
  • You must include the last 4 digits of your Social Security Number on your ballot request.
  • If you registered by mail and this is your first time voting, you must also include a current government-issued photo ID. Acceptable photo IDs include:
    • Missouri driver's license or non-driver license. This ID must be current or have expired after Nov 8, 2022.
    • U.S. passport or passport card
    • Any other photo ID card issued by the state of Missouri or the federal government. This ID must be current or have expired after Nov 8, 2022.

Your signature must be notarized. If you are voting absentee due to permanent disability, illness, or confinement, you do not need to have the ballot notarized.

If the ballot is not properly signed and notarized, it may be rejected.

Montana

No ID is required to submit your absentee ballot request. The signature on your absentee ballot application will be compared to the signature on your voter registration card to ensure they match.

Nebraska

You must include one of the following with your application:

  • Nebraska driver’s license OR non-driver ID number
  • Copy of other acceptable photo ID, which includes:
    • U.S. passport or passport card
    • Military ID
    • Tribal ID
    • Hospital, assisted-living facility, nursing home, or any other skilled care facility ID
    • Any photo ID issued by the state of Nebraska or a local government in Nebraska
  • Reasonable Impediment Certification if you are not able to include ID. This Certification is available from your local county election official or at VoterID.Nebraska.gov

Nevada
  • All Nevada elections are held by mail. This means that Nevada will automatically send a mail-in ballot to all active registered voters ahead of all elections unless you have opted out of mail voting.
  • Voters who have previously opted out of mail voting who now want to receive a ballot in the mail can submit a Mail Ballot Preference Form.

New Hampshire

New Mexico

  • Paper applications: No ID is required.

New York

North Carolina

You must include one of the following with your application:

  • North Carolina driver’s license OR non-driver ID card number
  • Last 4 digits of your Social Security Number

You must sign your ballot in the presence of a notary public or two witnesses age 18 or older. Your notary public or two witnesses should observe that you sign the ballot, not how you vote. You must also include a copy of an eligible photo ID. If you are unable to provide a copy of a photo ID, complete the Photo ID Exception form.

A candidate in the election may not serve as witness unless the candidate is the voter's spouse, brother, sister, parent, grandparent, child, grandchild, mother-in-law, father-in-law, daughter-in-law, son-in-law, stepparent, or stepchild.

North Dakota

You must include one of the following with your application:

  • North Dakota driver’s license OR non-driver ID number
  • Tribal ID number
  • Military ID number
  • Copy of Long Term Care Certificate issued by a facility in ND
  • U.S. passport number (only for voters outside of the United States)
  • Attestor’s signature (only for voters unable to obtain an ID due to disability)

Ohio

You must include one of the following with your application:

  • Last 4 digits of your Social Security Number

  • Ohio driver's license or non-driver ID card issued by the Ohio Bureau of Motor Vehicles (BMV)

  • Military ID
  • Ohio National Guard ID card
  • U.S. Department of Veterans Affairs ID card

When requesting your absentee ballot, you must include the ID you used when registering to vote. If unsure which you used when registering, include both:

  • Oklahoma driver’s license OR non-driver ID number

Your signature on the return envelope must be notarized. If you are physically incapacitated, you may sign in the presence of 2 witnesses instead of a notary.

If you return your ballot in-person to the county board of election, you must show a current government-issued photo ID. Acceptable photo IDs include:

  • Oklahoma driver's license or non-driver ID card issued by the Oklahoma Department of Public Safety (DPS)
  • U.S. passport or passport card
  • Tribal ID with a photo
  • Military ID with a photo
Oregon
  • All Oregon elections are held by mail. This means that Oregon will automatically send a mail-in ballot to every active registered voter ahead of all elections.
  • Voters who are away from their Oregon residence during the election may submit an Absentee Ballot Request Form to have their ballot mailed to an alternate mailing address. No ID is required.

Pennsylvania
  • Online applications: You can request your absentee ballot online using one of the following forms of identification:

    • Last 4 digits of your Social Security Number. When using your Social Security Number, you will be asked to upload your signature.
  • Paper applications: To submit a paper application by mail or in person, you have two options for ID.
    • Option 1: One of the following numbers:
      • Pennsylvania driver’s license OR non-driver ID issued by the Pennsylvania Department of Transportation (PennDOT)
      • Last 4 digits of your Social Security Number
    • Option 2: If you don’t have any of the above numbers, a copy of an acceptable photo ID that is current. which includes:
      • U.S. passport or passport card
      • Military ID
      • Employee ID card with a photo issued by any level of federal, state, or local government, or by an accredited Pennsylvania public or private institution of higher learning
      • Photo ID issued by a Pennsylvania care facility

Rhode Island
  • Online applications: You can request your absentee ballot online and must either provide your Rhode Island driver’s license OR non-driver ID number.
  • Paper applications: No ID is required. The signature on your absentee ballot application will be compared to the signature on your voter registration card to ensure they match.

The signature on the return envelope will be compared to the signature on your mail ballot application to ensure they match. If you forget to sign the return envelope, your ballot might be rejected.

South Carolina
  • To request your absentee ballot application, you must provide the last 4 digits of your Social Security Number. Contact your local election office to request an application.
  • To complete the mail ballot application, you must provide your Voter Registration Certification Number.

You must sign the voter’s oath on the return envelope in the presence of a witness who is over 18. The witness must also sign the return envelope.

If you return your ballot in-person to the county voter registration office, you must show a current photo ID. Acceptable photo IDs include:

  • South Carolina driver’s license or non-driver ID card
  • Driver’s license issued by any U.S. state
  • U.S. passport or passport card
  • Military ID with a photo
South Dakota

You have two options for ID to submit with your absentee ballot application:

  • Option 1: Include a copy of a valid photo ID. Acceptable forms include:
    • South Dakota driver’s license
    • South Dakota non-driver ID card
    • U.S. passport or other picture ID issued by the U.S. government
    • Tribal photo ID
    • Current student photo ID issued by a South Dakota high school or postsecondary education institution
  • Option 2: Have your application notarized

Tennessee

You must include your full Social Security Number with your absentee ballot application.

Texas

You must include one of the following with your application:

  • Texas driver’s license number
  • Texas Personal Identification Number
  • Texas Election Identification Certificate Number issued by the Department of Public Safety (not your voter registration VUID#)
  • Last 4 digits of your Social Security Number
  • Acknowledgement that you do not have any of the above forms of ID.

Your signature on the return envelope will be compared to the signature on file to ensure they match. You must also provide one of the following:

  • Texas driver’s license, non-driver ID, or election identification certificate number issued by Texas DPS
  • Last 4 digits of your Social Security Number
  • A statement that you have not been issued either of the other 2 options

If you forget to sign the return envelope and provide identifying information, your ballot might be rejected.

If you return your ballot in-person to the early voting clerk, you must show a current photo ID. Acceptable photo IDs include:

  • Texas driver’s license, non-driver ID, or election identification certificate issued by Texas DPS
  • Texas Handgun License issued by Texas DPS
  • U.S. Military ID
  • U.S. Citizenship certificate
  • U.S. passport (book or card)
Utah
  • All Utah elections are held by mail. This means that Utah will automatically send a mail-in ballot to every active, registered voter ahead of all elections.
  • Voters who are away from their Utah residence during the election may submit an Alternate Address Request Form to have their ballot mailed to an alternate mailing address.
    • To use the online request form, you must use a valid Utah driver’s license or non-driver Utah ID.
    • No ID is required to complete the Alternate Address Request Form via mail.

Vermont
  • For General Elections, Vermont will automatically send a mail-in ballot to every active, registered voter ahead of the election.
  • Voters who are away from their Vermont residence during the election may request another ballot by contacting their local election office.

You must sign the return envelope for your ballot to be valid. If you forget to sign the return envelope, your ballot might be rejected. If your ballot is rejected, your town clerk will contact you.

Virginia

You must include the last 4 digits of your Social Security Number with your absentee ballot application.

You must sign the return envelope and include the last 4 digits of your Social Security Number and your year of birth.

If you forget to sign the return envelope and provide identifying information, your ballot might be rejected.

Some voters may receive a notice along with their absentee ballot that they need to return identification with their ballot. If you receive this notice, you will need to include a copy of one of the following:

  • current and valid photo ID (for example a Virginia driver’s license or non-driver ID);
  • recent utility bill, bank statement government check, paycheck, or another government document that shows your name and current address
Washington
  • All Washington elections are held by mail. This means that Washington will automatically send a mail-in ballot to every registered voter ahead of all elections.
  • Voters who are away from their Washington residence during the election may contact their local county elections office to have their ballot mailed to an alternate mailing address.

West Virginia

Acceptable photo IDs include:

  • Wisconsin driver's license or Wisconsin DOT-issued ID card. This ID must be current or have expired after Nov 8, 2022.
  • U.S. passport or passport card. This ID must be current or have expired after Nov 8, 2022.
  • Military ID. This ID must be current or have expired after Nov 8, 2022.
  • Tribal ID. This ID can be used even if it expired before Nov 8, 2022.
  • Current Veterans Affairs Card
  • U.S. Certificate of Naturalization issued within 2 years
  • Current photo receipt from Wisconsin DOT (dated within 45 days)
  • Current driving receipt issued by Wisconsin DOT
