Voter ID laws

Here are federal voter ID laws and state-specific voter ID laws. The federal law is simple: the Help America Vote Act of 2002 established that first-time voters who register to vote by mail need to prove their identity before voting. If you put your in-state driver’s license number on the voter registration form, you probably met this requirement already. If not, just plan on showing ID when you vote. You can show a photo ID that includes your name and current address, or any official document that shows your name and current address. Official documents include bank statements, pay stubs, rental leases, utility bills, or any document sent to you by any state or federal government agency that shows your name and full address.

State laws are not simple, and they change depending on whether you are voting in person or by mail. States are also picky. Some states won’t accept an ID from another state, some states won’t accept a student ID, and some states won’t accept an expired ID.

The absolute best form of voter ID is a non-expired driver’s license or state ID card that shows your full name and current address. If you have a state-issued ID, please use that when voting.

Alabama

You must show a photo ID when you vote.

Acceptable photo IDs include:

  • Alabama driver's license or non-driver ID card issued by the Alabama Law Enforcement Agency (ALEA). This ID must be current or have expired within the past 60 days.
  • Digital Driver's License or non-driver ID card issued by the Alabama Law Enforcement Agency Digital (ALEA)
  • US passport or passport card
  • Driver’s license from any state
  • Pistol Permit with a photo
  • Military ID with a photo
  • Tribal ID with a photo
  • Alabama government employee ID card with a photo
  • Federal employee ID card with a photo
  • Alabama Department of Corrections Release - Temporary ID with a photo
  • Alabama Movement/Booking Sheet from Prison/Jail System with a photo
  • Any photo ID card issued by the state of Alabama or the federal government

If you do not have a valid photo ID, you can still vote if two election officials vouch for you and they sign an affidavit.

Alaska

You must show ID when you vote.

Acceptable photo IDs include:

  • Alaska driver's license or non-driver ID card issued by the Alaska Division of Motor Vehicles
  • Alaska hunting or fishing license
  • US passport or passport card
  • Driver’s license from any state
  • Any photo ID issued by the state of Alaska, the federal government, or another state

Acceptable non-photo ID includes a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.

Arizona

You must show a current government-issued photo ID when you vote. Acceptable photo IDs include:

  • Arizona driver's license or non-operating ID card issued by the Arizona Department of Transportation
  • US passport or passport card
  • Tribal ID with a photo
  • Military ID with a photo
  • Any photo ID issued by the state of Arizona, the federal government, or another state

Alternatively, you can show 2 official documents containing your name and address. Acceptable documents include a current utility bill, current bank statement (within 90 days of the election), Indian census card, a property tax statement, or current Arizona vehicle registration.

Arkansas

You must show a photo ID when you vote. If your ID is expired, it must be expired no more than four years before the date of the election.

Acceptable photo IDs include:

  • Arkansas driver’s license or non-driver ID card issued by the Arkansas Department of Finance and Administration
  • US passport or passport card
  • Arkansas public assistance card
  • Student ID from an accredited Arkansas college or university
  • Military ID
  • Arkansas concealed carry license

If you are a first-time voter who registered by mail and did not provide ID when you registered, you must show ID when you vote. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.

You must show a current ID when you vote.

Acceptable photo IDs include:

  • Colorado driver's license or ID card issued by the Colorado Department of Revenue
  • US passport or passport card
  • Pilot’s license issued by the FAA or other authorized US agency
  • Colorado government employee ID card with a photo
  • Federal employee ID card with a photo
  • US Certificate of Naturalization
  • Veteran ID card with photo
  • Tribal ID with photo
  • Military ID with photo

Acceptable non-photo ID includes:

  • Current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address. This must be dated within the last 60 days.
  • Certified US birth certificate
  • Medicare or Medicaid card issued by the Centers for Medicare and Medicaid Services
  • Certificate of Degree of Indian or Alaskan Native Blood

Connecticut

You must show ID when you vote.

If you're a first-time voter who registered by mail, you will need to show proof of residence as well. Acceptable IDs include:

  • Current and valid photo identification that shows your name and address
  • Current utility bill, bank statement, government check, paycheck or government document that shows your name and address

If you are not a first-time voter, acceptable IDs include:

  • Connecticut driver's license or non-driver ID card issued by the Connecticut Department of Motor Vehicles
  • Social Security card
  • US passport or passport card
  • Tribal ID
  • Military ID
  • Any pre-printed form of ID that shows one of the following combinations:
    • name and address
    • name and signature
    • name and photograph

Delaware

You must show ID when you vote.

Acceptable IDs include:

  • Delaware driver's license or non-driver ID card issued by the Delaware Division of Motor Vehicles
  • US passport or passport card
  • Signed Social Security card
  • Signed credit card with photo
  • Signed vehicle registration

District of Columbia

If you’re a first-time voter who registered by mail and didn't provide proof of residence when you registered, you will need to show ID and may need to show proof of residence when you vote. Acceptable forms of ID include:

  1. a current and valid photo identification that shows your name and address; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.

Examples of photo ID:

  • Driver’s license issued by the DC DMV
  • ID card issued by the DC DMV
Florida

You must show a current photo ID with a signature when you vote.

Acceptable photo IDs include:

  • Florida driver's license or non-driver ID card issued by the Florida Department of Highway Safety and Motor Vehicles
  • US passport or passport card
  • Florida concealed weapon license
  • Military ID
  • Student ID card with a photo
  • Public assistance ID card
  • Veterans Health ID card issued by US Department of Veterans Affairs
  • Retirement center ID
  • Neighborhood association ID
  • Debit or credit card with photo
  • Florida government employee ID card with a photo
  • Federal employee ID card with a photo
  • Employee ID card issued by the state of Florida, local government, or the federal government

If your photo ID does not include your signature, you will be asked to provide another ID that has your signature.

Georgia

You must show a current government-issued photo ID when you vote.

Acceptable photo IDs include:

  • Georgia driver's license issued by the Georgia Department of Driver Services. This ID can be expired.
  • Non-driver ID card issued by the Georgia Department of Driver Services
  • US passport or passport card

  • Military ID
  • Tribal ID
  • Georgia government employee ID card with a photo
  • Federal employee ID card with a photo

Hawaii

If you are a first-time voter who registered by mail and didn't provide ID when you registered, you must show ID when you vote. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address

Acceptable photo IDs include:

  • Hawaii driver’s license or non-driver ID card issued by the Hawaii Department of Transportation
  • US passport or passport card
  • Military ID
  • Driver’s license from any state
Idaho

You must show a government-issued photo ID in order to vote at the polls in Idaho.

Acceptable photo IDs include:

  • Idaho driver's license or non-driver ID card issued by the Idaho Transportation Department
  • US passport or passport card
  • Concealed weapons license issued by a county sheriff in Idaho
  • Tribal ID with photo
  • Any photo ID issued by the federal government

Illinois

If you’re a first-time voter who registered by mail and didn’t provide ID when you registered, you must show ID when you vote. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.
Indiana

You must show a government-issued photo ID when you vote. The ID must be current or have expired after November 8, 2022.

Acceptable photo IDs include:

  • Indiana driver's license or non-driver ID card issued by the Indiana Bureau of Motor Vehicles
  • US passport or passport card
  • Tribal ID
  • Military ID

Iowa

You must show a current government-issued photo ID when you vote.

Acceptable photo IDs include:

  • Iowa driver's license or non-operator ID card issued by the Iowa Department of Transportation (DOT). This ID must be current or expired within the last 90 days.
  • US passport or passport card
  • Veteran ID
  • Tribal ID

If your photo ID does not show your current address, you must also bring a document that shows your name and address, such as a utility bill, lease, bank statement, paycheck, or any government document that shows your name and address and is current within 45 days.

If you do not have an ID, another registered voter may sign a form confirming your identity or you may show your Election Day Registration documents.

You must show a current photo ID when you vote.

Acceptable photo IDs include:

  • Kansas driver's license or non-driver ID card issued by the Kansas Division of Motor Vehicles (DMV)
  • Driver’s license from any state
  • US passport or passport card
  • Kansas concealed carry license
  • US passport or passport card
  • Tribal ID
  • Military ID
  • Kansas government employee ID card with a photo
  • Federal employee ID card with a photo
  • Any employee ID issued by a government office with a photo
  • Concealed carry license issued by another state with a photo

You must show a photo ID when you vote.

Acceptable photo IDs include:

  • Kentucky driver's license or non-driver ID card issued by the Kentucky Transportation Cabinet (KYTC)
  • US passport or passport card
  • Military ID issued by Kentucky National Guard, US Military, or Merchant Marines
  • Any photo ID issued by a local government in Kentucky
  • Any photo ID issued by the state of Kentucky or the federal government

You must show a photo ID when you vote.

  • Louisiana driver's license or special ID issued by the Louisiana Office of Motor Vehicles (OMV)
  • LA Wallet digital driver's license
  • US passport or passport card

  • Tribal ID
  • Any photo ID that contains your name and signature

Maine

If you are a first-time voter who registered by mail and did not provide ID when you registered, you must show ID when you vote. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.
Maryland

If you’re a first-time voter who registered by mail and didn’t provide ID when you registered, you must ID when you vote. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.
Massachusetts

Only first-time voters need to show ID. You can show a driver's license from any state, a US passport or passport card, a tribal ID, a military ID, or any other government-issued photo ID. You can also show an student ID from an accredited college or university. If you don't have a photo ID, you can show a recent utility bill, bank statement, paycheck, or official government document that shows your name and current address.

Michigan

You must show a current photo ID when you vote.

Acceptable photo IDs include:

  • Michigan driver’s license or ID card issued by the Michigan Bureau of Motor Vehicles
  • Driver’s license from any state
  • US passport or passport card
  • Military ID
  • Tribal ID
  • Student ID with a photo by any school in any state
  • Any photo ID issued by the state of Michigan, local government, or federal government

Minnesota

If you registered by mail or are voting for the first time in Minnesota, you must show ID when you vote. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.

If you have not voted in four years or more, you must show proof of residence when you vote.

Mississippi

You must show a current photo ID when you vote. However, federal government-issued or state government-issued photo IDs can be current or have expired within 10 years.

Acceptable photo IDs include:

  • Driver's license or non-driver ID issued by the Mississippi Department of Public Safety (DPS)
  • Driver’s license from any state
  • US passport or passport card
  • Mississippi firearms license
  • Military ID with a photo
  • Tribal ID with a photo
  • Mississippi government employee ID card with a photo

  • Any other photo ID card issued by the state of Missouri or the federal government. This ID must be current or have expired after Nov 8, 2022.

  • Montana concealed carry permit

Nebraska

You must show a photo ID when you vote.

Acceptable photo IDs include:

  • Nebraska driver's license or ID card issued by the Nebraska DMV
  • US passport or passport card
  • Military ID
  • Tribal ID
  • Hospital, assisted-living facility, nursing home, or any other skilled care facility ID
  • Any photo ID issued by the state of Nebraska or a local government in Nebraska

Nevada

If you are a first-time voter, you must show ID. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.
New Hampshire

You must show a photo ID when you vote. The ID must be current or have expired within 5 years. If you are 65 or older, then you may use the ID even if it has expired for more than 5 years.

Acceptable photo IDs include:

  • New Hampshire driver's license or non-driver ID issued by the NH DMV
  • Driver’s license issued by any state
  • US passport or passport card
  • US armed services ID card

New Jersey

If you registered by mail, are voting for the first time in your county in New Jersey, or didn’t provide ID when you registered, you must show ID when you vote. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.
New Mexico

If you’re a first-time voter who registered by mail and did not provide ID when you registered, you must show ID when you vote. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.

Additionally, some municipal jurisdictions in New Mexico require ID for all voters in local elections. This includes the city of Rio Rancho.

New York

If you’re a first-time voter who did not provide ID when you registered, you must show ID when you vote. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.
North Carolina

You must show a photo ID when you vote. The ID must be current, unless it expired within one year OR you are 65 or older. If you are 65 or older, you may use an expired ID if it was unexpired on your 65th birthday.

North Dakota

You must show ID when you vote. The ID must be current and include name, address, and your date of birth.

Acceptable IDs include:

  • North Dakota driver’s license or non-driver ID issued by the North Dakota Department of Transportation
  • Tribal ID or Tribal letter
  • Long Term Care Certificate issued by a facility in ND

If your ID does not include the required information or the information is not current, you may show your ID alongside a document with the required or updated information. Supplemental documentation that will be accepted includes a current bank statement or utility bill, paycheck or pay stub, and government check.

  • Interim ID form issued by the Ohio BMV

  • Military ID
  • Ohio National Guard ID card

Oregon

All Oregon elections are held by mail. If you would like to vote in person, contact your local election office for information on when and where to vote.

If you’re a first-time voter who registered by mail and didn't provide ID when you registered, you must show ID when you vote. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.

Examples of photo ID:

  • Oregon driver’s license or non-driver ID card issued by the Oregon DMV
  • US passport or passport card
  • Military ID

Pennsylvania

When voting at a polling place for the first time, you must show ID. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.

Examples of photo ID:

  • Pennsylvania driver’s license or PennDOT ID card
  • US passport or passport card
  • Military ID
  • Student ID card with a photo
  • Tribal ID
  • Employee ID card with a photo Any photo ID issued by the federal government

This requirement applies only for the first time you appear to vote in a particular election district/polling place. You will not have to show ID again unless you move and are assigned to a new polling place.

Rhode Island

You must show a photo ID when you vote. The ID must be current or have expired within 6 months of the election.

Accepted photo IDs include:

  • Rhode Island driver's license/permit or non-driver ID card issued by the Rhode Island Division of Motor Vehicles (DMV)
  • US passport or passport card
  • Military ID
  • Tribal ID
  • Any photo ID card issued by the state of Rhode Island or federal government
  • Government-issued medical card with a photo

You must show a government-issued photo ID when you vote. The ID can be current or expired.

  • Tennessee driver's license or ID card issued by the Tennessee Department of Safety and Homeland Security
  • Tennessee handgun carry permit with your photo
  • US passport or passport card
  • Military ID
  • Any photo ID issued by the state of Tennessee or federal government

Texas

You must show a government-issued photo ID when you vote. If you are under 70, the ID must be current or expired no more than 4 years. If you're over 70, an expired photo ID is fine.

Acceptable photo IDs include:

  • Texas driver's license or personal identification card issued by Texas Department of Public Safety (DPS)
  • US passport or passport card
  • Military ID
  • Texas Election ID certificate issued by Texas DPS
  • Texas Handgun License issued by Texas DPS
  • US Citizenship Certificate

Utah

You must show a government-issued photo ID when you vote. Acceptable photo IDs include:

  • Utah driver's license or non-driver ID card issued by the Utah Department of Public Safety (DPS)
  • Utah concealed carry permit
  • US passport or passport card
  • Tribal ID. This ID does not require a photograph
  • Military ID
  • Any photo ID issued by the state of Utah or the federal government

Alternatively, you can show 2 official documents that prove your name and address when combined. Acceptable documents includes:

  • Current utility bill (within 90 days of the election)
  • Current bank statement
  • Check issued by the state of Utah of federal government
  • Current Utah vehicle registration
  • Social Security card
  • Certified US birth certificate
  • Utah hunting or fishing license
  • Indian census card
  • Bureau of Indian Affairs card
  • Tribal treaty card
  • Any ID issued by a local government in Utah
  • Medicare or Medicaid card or Electronic Benefits Transfer card
  • Employee ID
  • Certified naturalization documents. This does not include a green card.

Vermont

If you're a first-time voter who registered by mail, you must show ID when you vote. Acceptable forms of ID include:

  1. a current and valid photo identification; or
  2. a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.

Examples of photo ID:

  • Vermont driver’s license or non-driver ID card issued by the Vermont DMV
  • Driver’s license from any state
  • US passport or passport card
Virginia

You must show ID when you vote. The ID must be current or have expired within 1 year.

Acceptable photo IDs include:

  • Virginia driver's license issued by the DMV. This ID can be current or expired, with no restrictions on expiration date.
  • Virginia non-driver ID card issued by the DMV
  • US passport or passport card
  • Tribal ID. This ID must be issued by one of the 11 tribes recognized by Virginia.
  • Military ID
  • Employee ID with a photo
  • Any photo ID issued by the state of Virginia, local government, or the federal government

Acceptable non-photo ID includes a utility bill, bank statement, government check, paycheck, or other government document that shows your name and address. These must be dated within 1 year.

Washington

You must show a current photo ID or sign a ballot declaration when you vote.

If your signature doesn’t match your voter records, you may be asked to show a photo ID.

Acceptable photo IDs include:

  • Washington state driver's license, permit, or non-driver ID card issued by the Washington State Department of Licensing (DOL)
  • US passport or passport card
  • Tribal ID
West Virginia

You must show a current ID when you vote.

Acceptable photo IDs include:

  • West Virginia driver's license or ID issued by the WV DMV
  • Driver's license issued by another state
  • US passport or passport card
  • West Virginia concealed carry (pistol/revolver) permit

Acceptable non-photo IDs include:

  • Medicare card or Social Security card
  • US birth certificate
  • WV hunting or fishing license
  • WV SNAP ID card
  • WV TANF program ID card
  • WV Medicaid ID card
  • Bank or debit card
  • WV government employee ID
  • Federal employee ID
  • Military ID card
  • Bank or debit card
  • Health insurance card
  • Any document issued by the state of West Virginia or federal government that displays the voter's name
  • Utility bill or bank statement issued within 6 months

However, if you are a first-time voter, you can only show a current photo ID, utility bill, bank statement, government check, paycheck, or other official government document that shows your name and address.

Wisconsin

You must show a photo ID when you vote.

Acceptable photo IDs include:

  • Wisconsin driver's license or Wisconsin DOT-issued ID card. This ID must be current or have expired after Nov 8, 2022.
  • US passport or passport card. This ID must be current or have expired after Nov 8, 2022.
  • Military ID. This ID must be current or have expired after Nov 8, 2022.
  • Tribal ID. This ID can be used even if it expired before Nov 8, 2022.
  • Current Veterans Affairs Card
  • US Certificate of Naturalization issued within 2 years
  • Current ID card receipt from Wisconsin DOT (dated within 45 days)
  • Current driving receipt issued by Wisconsin DOT
  • Current identification card receipt issued by Wisconsin DOT
  • Student ID with a photo from a Wisconsin accredited university or college. It must show your name, photo, signature, an issue date and an expiration date. The ID must be current or be expired no more than 2 years from the issue date. If the ID is expired, the voter must also prove current enrollment.

Wyoming

You must show ID when you vote.

Acceptable photo IDs include:

  • Wyoming driver's license or non-driver ID card issued by the
  • Driver’s license from another state
  • US passport or passport card. This ID must be current.
  • Tribal ID
  • Military ID
  • Wyoming Concealed Firearm Permit. This ID must be current.

  • Medicare insurance card. This ID must be current.
  • Medicaid insurance card. This ID must be current.

Alabama

You can register online if you have an Alabama driver’s license or non-driver ID card.

Alaska

Bring your Alaska driver's license or state ID card with you. If you don't have one, bring one photo ID issued by any state or federal government, and bring one document that shows your name and current address. Acceptable documents include a recent utility bill, bank statement, paycheck, residential lease, or any government document that shows your name and address.

You can register online if you have an Alaska driver’s license or non-driver ID card.

Arizona

You can register online if you have an Arizona driver’s license or non-driver ID card.

Arkansas

Arkansas does not have online voter registration.

California

Bring your California driver's license or state ID card with you. If you don't have one, bring one photo ID issued by any state or Federal Government, and bring one document that shows your name and current address. Acceptable documents include a recent utility bill, bank statement, paycheck, residential lease, or any government document that shows your name and address.

Minnesota
  • Online applications: You can request your absentee ballot online and must provide either your Minnesota driver’s license number or non-driver ID number, or the last 4 digits of your Social Security Number.
  • Paper applications: You must provide one of the following:
  • Minnesota driver’s license OR non-driver ID card number
  • Last 4 digits of your Social Security Number
  • Acknowledgement that you do not have any of the above forms of ID

Mississippi
  • You must have your absentee ballot application signed by an official authorized to administer an oath, such as a notary public, unless you are temporarily or permanently physically disabled.
  • If you are temporarily or permanently physically disabled, the ballot application must be signed by a witness who is 18 years old or older.

Missouri
  • You must include the last 4 digits of your Social Security Number on your ballot request.
  • If you registered by mail and this is your first time voting, you must also include a current government-issued photo ID.Acceptable photo IDs include:
    • Missouri driver's license or non-driver license. This ID must be current or have expired after Nov 8, 2022.
    • US passport or passport card
    • Any other photo ID card issued by the state of Missouri or the federal government. This ID must be current or have expired after Nov 8, 2022.

You must sign your mail ballot in the presence of an official authorized to administer an oath, such as a notary public or US postal supervisor. The official authorized to administer oaths must also sign. If you are voting absentee due to permanent disability, illness, or confinement, you do not need to have the ballot notarized.

Montana

Nebraska

You must include one of the following with your application:

  • Nebraska driver’s license OR non-driver ID number

  • Copy of other acceptable photo ID, which includes:

  • US passport or passport card

  • Military ID

  • Tribal ID

  • Hospital, assisted-living facility, nursing home, or any other skilled care facility ID

  • Any photo ID issued by the state of Nebraska or a local government in Nebraska

  • Reasonable Impediment Certification if you are not able to include ID. This Certification is available from your local county election official or at VoterID.Nebraska.gov

If you are a first time voter and did not provide valid ID when registering or applying for your ballot then you must provide a non-expired photo ID or a current utility bill, bank statement, government check, paycheck, or other government document dated within 60 days.

Nevada
  • All Nevada elections are held by mail. This means that Nevada will automatically send a mail-in ballot to all active registered voters ahead of all elections unless you have opted out of mail voting.
  • Voters who have previously opted out of mail voting who now want to receive a ballot in the mail can submit a Mail Ballot Preference Form.

New Hampshire

New Mexico

  • Last 4 digits of your Social Security Number.
  • Paper applications: No ID is required.

New York

No ID is required to submit your absentee ballot request.

North Carolina

You must include one of the following with your application:

  • North Carolina driver’s license OR non-driver ID card number
  • Last 4 digits of your Social Security Number

You must sign your ballot in the presence of a notary public or two witnesses age 18 or older. Your notary public or two witnesses should observe that you sign the ballot, not how you vote. You must also include a copy of an eligible photo ID. If you are unable to provide a copy of a photo ID, complete the Photo ID Exception form.

A candidate in the election may not serve as witness unless the candidate is the voter's spouse, brother, sister, parent, grandparent, child, grandchild, mother-in-law, father-in-law, daughter-in-law, son-in-law, stepparent, or stepchild.

North Dakota

You must include one of the following with your application:

  • North Dakota driver’s license OR non-driver ID number
  • Tribal ID number
  • Military ID number
  • Copy of Long Term Care Certificate issued by a facility in ND
  • US passport number (only for voters outside of the United States)
  • Attestor’s signature (only for voters unable to obtain an ID due to disability)

You must include your North Dakota driver's license, state ID, tribal ID, or a long term care ID. If you do not have a valid ID you can provide a copy of a current utility bill, bank statement, check, or document issued by the federal, state, local, or tribal government.

Ohio

You must include one of the following with your application:

  • Last 4 digits of your Social Security Number
  • Ohio driver’s license OR non-driver ID number
  • Copy of other acceptable photo ID

The copy of the photo ID must include images of the front and back, except for a US passport which must include the passport’s identification page. Acceptable photo IDs include:

  • Ohio driver's license or non-driver ID card issued by the Ohio Bureau of Motor Vehicles (BMV)
  • Interim ID form issued by the Ohio BMV
  • US passport or passport card
  • Military ID
  • Ohio National Guard ID card
  • US Department of Veterans Affairs ID card

You must provide your Ohio driver's license number or the last 4 digits of your social security number on your identification envelope. If you do not have either number, you must include a photocopy of a different form of current photo identification. Acceptable forms of ID (must not be expired):

  • Ohio driver's license
  • State of Ohio ID card
  • Interim ID form issued by the Ohio BMV
  • A US passport
  • A US passport card
  • US military ID card
  • Ohio National Guard ID card
  • US Department of Veterans Affairs ID card

The copy of the photo ID must include images of the front and back, except for a passport which must include the passport's identification page.

Oklahoma

When requesting your absentee ballot, you must include the ID you used when registering to vote. If unsure which you used when registering, include both:

  • Last 4 digits of your Social Security Number
  • Oklahoma driver’s license OR non-driver ID number

You must sign the ballot envelope and have the signature notarized at no charge by a notary public. If you are physically incapacitated, you may sign in the presence of two witnesses instead of a notary.

If you return your ballot in-person to the county board of election, you must show a current government-issued photo ID. Acceptable photo IDs include:

  • Oklahoma driver's license or non-driver ID card issued by the Oklahoma Department of Public Safety (DPS)
  • US passport or passport card
  • Tribal ID
  • Military ID
Oregon
  • All Oregon elections are held by mail. This means that Oregon will automatically send a mail-in ballot to every active registered voter ahead of all elections.
  • Voters who are away from their Oregon residence during the election may submit an Absentee Ballot Request Form to have their ballot mailed to an alternate mailing address. No ID is required.

Pennsylvania

  • Last 4 digits of your Social Security Number. When using your Social Security Number, you will be asked to upload your signature.
  • Paper applications: To submit a paper application by mail or in person, you have two options for ID.
  • Option 1: One of the following numbers:
    • Pennsylvania driver’s license OR non-driver ID issued by the Pennsylvania Department of Transportation (PennDOT)
    • Last 4 digits of your Social Security Number
  • Option 2: If you don’t have any of the above numbers, a copy of an acceptable photo ID that is current. which includes:
  • Examples of photo ID:
    • US passport or passport card
    • Military ID
    • Employee ID card with a photo issued by any level of federal, state, or local government, or by an accredited Pennsylvania public or private institution of higher learning
    • Photo ID issued by a Pennsylvania care facility

Rhode Island

South Carolina
  • To request your absentee ballot application, you must provide the last 4 digits of your Social Security Number. Contact your local election office to request an application.
  • To complete the mail ballot application, you must provide your Voter Registration Certification Number.

To return your voted ballot you will be required to sign the voter's oath and have your signature witnessed. South Dakota

You have two options for ID to submit with your absentee ballot application:

  • Option 1: Include a copy of a valid photo ID. Acceptable forms include:
    • South Dakota driver’s license
    • South Dakota non-driver ID card
    • US passport or other picture ID issued by the US government
    • Tribal photo ID
    • Current student photo ID issued by a South Dakota high school or postsecondary education institution
  • Option 2: Have your application notarized

Tennessee

You must include your full Social Security Number with your absentee ballot application.

Additionally, if you hand-deliver your voted ballot you will need to show a government issued photo ID to the election official. Student IDs are not considered valid in Tennessee.

Texas

You must include one of the following with your application:

  • Texas driver’s license number
  • Texas Personal Identification Number
  • Texas Election Identification Certificate Number issued by the Department of Public Safety (not your voter registration VUID#)
  • Last 4 digits of your Social Security Number
  • Acknowledgement that you do not have any of the above forms of ID.
  • If you return your voted ballot by mail, your local election official will compare your signature on the outside envelope to the one on your voter registration form to make sure they match.
  • If you return your ballot in person, you will need to show a government issued photo ID card. You cannot show a student ID card, even if the ID was issued by the University of Texas.
Utah
  • All Utah elections are held by mail. This means that Utah will automatically send a mail-in ballot to every active, registered voter ahead of all elections.
  • Voters who are away from their Utah residence during the election may submit an Alternate Address Request Form to have their ballot mailed to an alternate mailing address.
    • To use the online request form, you must use a valid Utah driver’s license or non-driver Utah ID.
    • No ID is required to complete the Alternate Address Request Form via mail.

Vermont
  • For General Elections, Vermont will automatically send a mail-in ballot to every active, registered voter ahead of the election.
  • Voters who are away from their Vermont residence during the election may request another ballot by contacting their local election office.

You must sign the outside of your ballot envelope for your ballot to be valid. If you forget to sign the return envelope, your ballot might be rejected.

Virginia

You must include the last 4 digits of your Social Security Number with your absentee ballot application.

Your signature on the return envelope will be compared to the signature on your voter registration card to ensure they match. If you forget to sign the return envelope, your ballot might be rejected. Additionally, if you did not submit valid ID when registering to vote by mail then you must include a copy of a non-expired photo ID or a current utility bill, bank statement, government check or paycheck that shows name and address.

Washington
  • All Washington elections are held by mail. This means that Washington will automatically send a mail-in ballot to every registered voter ahead of all elections.
  • Voters who are away from their Washington residence during the election may contact their local county elections office to have their ballot mailed to an alternate mailing address.

West Virginia

No ID is required to submit your absentee ballot request.

Your voted ballot must be signed by one witness who is at least 18 years old. Additionally, if you are a first time voter you must send a copy of a valid photo ID that shows your name and address. If you do not have a valid ID, you can send a copy of a utility bill, bank statement, paycheck, or other official government document that contains your name and address.

Wisconsin
  • Online applications: If you are voting in Wisconsin for the first time, you will need to upload a photo of a valid photo ID.
  • Paper applications: You can request an absentee ballot by mail or submitting your paper application in person. If you have not previously provided a copy of acceptable photo ID with a prior by-mail absentee request, you must include a copy of a valid photo ID.

Acceptable photo IDs include:

  • Wisconsin driver's license or Wisconsin DOT-issued ID card. This ID must be current or have expired after Nov 8, 2022.
  • US passport or passport card. This ID must be current or have expired after Nov 8, 2022.
  • Military ID. This ID must be current or have expired after Nov 8, 2022.
  • Tribal ID. This ID can be used even if it expired before Nov 8, 2022.
  • Current Veterans Affairs Card
  • US Certificate of Naturalization issued within 2 years
  • Current photo receipt from Wisconsin DOT (dated within 45 days)
  • Current driving receipt issued by Wisconsin DOT
